This is just a CGI shot I found on the web of a Pokemon creature called a Lugia. In the game, Pokemon XD: Gale of Darkness, the evil organization by the name of Cipher created Shadow Pokemon 5 years ago (in the game, Pokemon Colosseum). They made a comeback in this game and created a Shadow Pokemon that could never be purified, and it's a Lugia with dark purple coloration as its shadowy appearance.

I found something strange, though. A normal Lugia's coloration in the game and TV show is a light purple with dark purple colorations on its tail, back fins, and face markings. However, from the CGI screen shot, I did an inverted filter on this photo program called Photo Suite III. The inverted colors of the Shadow Lugia look like the original Lugia.

Earth-3 Shadow Lugia, one of good's most powerful weapons against the Pokemon world's greatest villains the Pokemon league (Crimson,Bronze,Aquastone,Titanium,Blacklight,Y2) and their many villainous underlings and allies.

no, some of the colors are wrong (like the brown's supposed to be blue) it looks more like a darkly colored shiny lugia...

No surprise. They did the same with Goliath and Thailog from "Gargoyles". Just lack of real creativity in making a dark character, 'tis all.

Only inverted difference is that the brown parts are supposed to be blue. (Belly, things on back, eyepeices)
